CONSERVATION COMMISSION MEETING

AGENDA – WEDNESDAY– JULY 22, 2020

In accordance with the Governor’s Emergency Order #12, Pursuant to Executive Order 2020-04, the Conservation Commission will utilize the emergency meeting provisions of RSA 91-A to conduct meetings through electronic means while preserving, to the extent feasible, the public's right to notice of such meetings and ability to observe and listen contemporaneously. Plan Presentations:

Map 21, Lot 65, Review of NHDES Expedited Wetlands Permit, to install a natural stone retaining wall and granite steps along the collapsed shoreline area where old retaining wall fell.  Owners:  Shawn Fournier, located at 35 Bay Street, Zoned:  Residential-2 (Commission needs to vote on recommendation to NHDES.)

Map 3, Lot 16, Request for Relief from the Outer 50’ of the 100’ Wetlands Surface Water Conservation District, to build an above ground pool with attached deck to the house, that will be located approximately 50’ from the brook.  Owners:  John & Allison DeCesere, of 18 Winding Brook Road, Zoned:  Agricultural (Comments need to be forwarded to the Planning Board.)

Map 5 Lot 49-1-1, Site Plan for a proposal to build a 3,820 sq. ft. automatic car wash facility that will have a manual wash bay and outdoor vacuums on the newly created Lot 49-1-1 that has 1.327-acres.  The property is located on Mast Road and NH Route 114.  The applicant is EZ Express Car Wash, and the property is owned by Verres Financial Corporation, Zoned: (CIFZ) Commercial Industrial Flex Zone (Comments need to be forwarded to the Planning Board.)

 

Correction/Acceptance of the Minutes of May 27, 2020:

 

Correspondence:

1)   Letter of resignation from Joey Boucher.

2)   Copy of email from Randy Rickenbach notifying the Commission that the trees have been removed from his property located at 55 Shirley Park Road, Map 31, Lot 16.  (Commission asked to be notified in case they wanted to view the site after.)

3)  Abutter notification from the ZBA regarding  David Skersey, Applicant/Owner is seeking Variances to construct an 8’ x 12’ addition for a mechanical room within approximately 14 ft. from the side property line, whereas 25 ft. is required, and to construct a porch/deck within approximately 32 ft. from the front property line, whereas 35 ft. is required.  This concerns Section 4.3, Table of Dimensional Regulations, of the Goffstown Zoning Ordinance.  The property is located at 39 Incline Avenue, a Class VI Roadway (Map 42, Lot 13), Zoned:  Agricultural  (pursuant to RSA 674:41, the applicant also requires Select Board approval for issuance of a building permit on a Class VI Roadway)  Applicant is before the ZBA on August 4, 2020.

4)  Copy of NHDES Notice of Acceptance of Wetlands Permit and request for more information for Lindsey Way, Map 9 Lot 4-38-2.

  • Payment of $1,176.00 to Namaske Lake Association for Milfoil Treatment. (This is the Town’s share of first invoice minus the NHDES 40% Grant that was awarded. Total of Invoice is $2,860.00)
  • Payment of $5,698.80 to Goffstown Waterways for Milfoil Treatment. (This is the Town’s share of first invoice minus the NHDES 40% Grant that was awarded. Total of Invoice is $9,498.00)
