Plan Presentation:

Map 9, Lot 95-1, Waiver Request for Relief from the outer 50’ of the 100’ Wetlands Surface Water Conservation (WSWC) District Buffer to extend an existing driveway that will partially impact the outer 50’ buffer.  The applicant wishes to build a barn and extend the driveway to the proposed barn location.  The property is located at 358 East Dunbarton Road, owned by Steven & Ghyslaine Tibbetts, Zoned:  Agricultural & is located within the Wetlands Surface Water Conservation (WSWC) District Overlay.  (This was approved by the Planning Board on April 9th with the condition to go before the Conservation Commission for any additional recommendations.)

Map 31 Lot 16, Variance request to cut trees within the inner 50’ of the 100 Wetlands Surface Water Conservation (WSWC) District Buffer.  Owner/Applicant:  Randy Rickenbach, located on Shirley Park Road, Zoned:  Residential-1 & is located within the Wetlands Surface Water Conservation (WSWC) District Overlay.  (Recommendation is needed to be forwarded to the ZBA)

Map 6 Lot 43, Conditional Use Permit & Site Plan Review Application of Goffstown Green Thumb Landscaping, Applicant, and Theresa Mahoney & Jay Baron, Owners, for a proposal to convert a single family home into a landscape nursery with retail, shop (Garden Center).  A Conditional Use Permit is required per Section 7.4.3 of the Goffstown Zoning Ordinance, as the lot does not meet the frontage requirement that allows for a second driveway access.  The property is located at 278 Mast Road, Zoned: (CIFZ) Commercial Industrial Flex Zone (Recommendations need to be forwarded to the Planning Board.)

Map 5 Lot 49-1, Site Plan Review of proposed  EZ Express Car Wash located at Mast Road, Zoned:  (CIFZ) Commercial Industrial Flex Zone  (Recommendations need to be forwarded to the Planning Board.)

Correction/Acceptance of the Minutes of February 26, 2020 & Non-Public Minutes of February 26, 2020:

Conservation Review of Plans:

Map 5, Lot 14-1, As permitted under State Statutes, RSA 674:54, the Planning Board will review and provide nonbinding comments and recommendations for the development of the proposed modular classroom addition to the existing Glen Lake Kindergarten School Building.  Owners are the Town of Goffstown/Goffstown School District, and the property is located at 251 Elm Street Zoned: Residential-1 & Agricultural 

Map 18 Lot 58, Conditional Use Permits & Site Plan Review of McDonald’s USA, LLC, Owners, for proposed renovations to the existing McDonald’s building along with site improvements that include adding an additional drive-thru lane, changes to the parking layout and a walkway to the public right-of-way (Mast Road).  A Conditional Use Permit is required to add the additional drive-thru as per Section 5.20 of the Goffstown Zoning Ordinance, as well as a Conditional Use Permit is required for the reduction in the current parking spaces, per Section 7.5, Section and Section of the Goffstown Zoning Ordinance. Property is located at 569 Mast Road, Zoned: Commercial
