Plan Presentation:

Map 24, Lot 57, New England Property Maintenance, Applicant, & Aimee R. Kozlowski, Owner, seek a Variance to perform site work (removal and replacement of retaining wall(s), re-grading, and removal of one tree) within the “inner 50-ft.” of the 100 ft. Wetland and Surface Water Conservation District buffer.  The concerns Section 13.3.5, Uses not permitted in the WSWC District, of the Goffstown Zoning Ordinance.  The property is located at 84 Lynchville Park Road, Zone:  Residential-2 (Recommendation/comments need to be forwarded to the ZBA.)

Public Service Company d.b.a. Eversource Energy, Easement Owner, is seeking a Conditional Use Permit  for a proposal to replace overhead electric utility structure 138 located on Map 5, Lot 14, (Property Owner: Town of Goffstown) along the existing Q171, 115 kV Distribution Transmission Line as part of Eversource’s Rebuild Project, that is located within the Wetlands Surface Water Conservation Overlay District (WSWC).  The Planning Board may grant a Conditional Use Permit as per Sections 13.3 & 13.3.7.1 of the Goffstown Zoning Ordinance, to allow the impacts to occur within the Wetlands Surface Water Conservation District.  The Q171 Distribution Line is partially located in Goffstown along Elm Street and is located within the Agricultural, Residential-1 Zoning Districts & Wetlands Surface Water Conservation (WSWC) Overlay District. (Recommendations/comments need to be forwarded to the Planning Board.) 

Map 3, Lots 47-1, 47-2, 47-3, 47-4, 47-6, 47-7, 47-8, 47-9 & 47-10, Site Plan Review for a proposal to add commercial ground mounted solar arrays to the aforementioned referenced lots.  The property is located off Shirley Hill Road/Route 114, Property Owner: Gentle Slopes Land Development, LLC, C/O James McClellan, Applicant: GSSG New Hampshire LLC, located off Shirley Hill Road, Zoned: Commercial Industrial Flex Zone (CIFZ) (Recommendations/comments need to be forwarded to the Planning Board.)

Correction/Acceptance of the Minutes of January 22, 2020

Correspondence:

  • Copy of Volunteer request from Charlie Bedard to serve on the Open Space Committee.
  • Copy of letter sent to NHDES from Chairman Jean Walker recommending the approval of the NHDES Wetlands Permit for Map 5 Lot 4-15, regarding the improvements to the Gregg Falls Hydroelectric Dam.
  • Copy of the Annual Forest Society Monitoring Report for Executory Interest.
  • Copies of the Conservation Commission Budget.

Plan Reviews:  Map 9, Lots 93, 94 & 94-1, Proposed lot line adjustment between the three properties.  The properties are located at East Dunbarton Road, owned by Henry & Claire Grady Revocable Trust & Thomas Grady, Zoned:  Agricultural (Recommendations/comments need to be forwarded to the Planning Board.)
