2011 Assessment Valuation Update PDF Print E-mail

The Town’s Assessor, Scott Bartlett met with the Board of Selectmen on Monday night. He informed them that he has completed his preliminary update of value and would be making the proposed values public. A list of all assessed values has been posted on the TownÂ’s website. The TownÂ’s on-line assessment data will be updated on Wednesday, July 20th. Both can be found on the Assessing page http://www.goffstown.com/assessing-office.html. A hard copy of the list is also available at the Town Hall.

Taxpayers are encouraged to review their values and discuss their concerns and questions with Mr. Bartlett. He can be reached at 497-8990 x113 or by e-mail through the above website.

 
CABLE TELEVISION FRANCHISE RENEWAL PUBLIC HEARING PDF Print E-mail

The Cable Franchise Renewal Committee will hold a public hearing at the Dr. Craig Hieber Auditorium at the Goffstown High School, 27 Wallace Road, on Tuesday, August 2, 2011 at 7:00 pm in response to a request by Comcast, the current cable operator, for a cable television franchise renewal agreement. This hearing will be held pursuant to the requirements of the Federal Telecommunications Act of 1934, as amended; and RSA 53-C:3-a.

The purpose of this hearing is to ascertain the future cable-related needs and interests of the community.

In addition, the Town is required by NH RSA 53-C:3-a to consider:

  1. The financial ability of the franchise applicant to perform.
  2. The ability of the applicant to provide adequate and technically sound facilities, equipment and signal quality.
  3. Adequate channel capacity and appropriate facilities for public, educational, or governmental use, taking into account available technology, subscriber interest, and cost.
  4. The prohibition of discrimination among customers of basic service.
  5. Reasonable service quality in terms of available technology, subscriber interest, and cost.
  6. Construction and installation which conforms to all applicable state and federal laws and regulations and the National Electric Safety Code.
  7. A competent staff able to provide prompt, adequate service and to respond comprehensively to customer complaints or problems.
  8. Reasonable rules and policies for line extensions and disconnects, customer deposits, and billing practices.

Copies of the existing cable television franchise agreement are available at the SelectmenÂ’s Office and on the TownÂ’s website (Click Here). Any interested person may present testimony related thereto and/or attend this public hearing. Testimony is restricted to items that are negotiable which means topics such as programming and Comcast service costs are not subjects for discussion.

 
Traffic Alert - Elm Street on July 15th, 2011 PDF Print E-mail

The Goffstown Village Water Precinct announces road work on Elm Street at the intersection of Spring Street on Friday July 15th from 7:00 AM to 4:00 PM, for connection of a new water main.  Elm Street and Spring Street will be open to all residential and business traffic.  Delays may be encountered in the work zone as only one lane of alternating traffic flow can be accommodated when the road is open.  Please seek an alternate route such as Henry Bridge Road to Mast Road to avoid delays.

DRAFT 2011 Revised Road Posting Policy PDF Print E-mail

The Board of Selectmen will conduct a Public Hearing on a revised Spring Road Posting Policy on Mon. June 27, 2011 at 7:00 PM at Town Hall 16 Main St.

Any person with a disability who needs a reasonable accommodation, please call the Town Hall (497-8990 ext 100) at least 72 hours in advance for arrangements.

Each spring, as frost thaws, many roads in Goffstown experience significant loss of strength due to excess water being trapped in the roadway’s base materials.  This trapped water reduces the ability of the roadway to carry heavy loads without damaging the asphalt surface. We have also experienced periods of intense flooding which weakened our road bases. In order to prevent roadway damage and to protect the large infrastructure investment the Town must employ load/weight restrictions in accordance with RSA 231:191.


The Town recognizes that the economy of our area depends on trucks hauling various types of freight over our roads. The Town intends this policy to try to be fair to the trucking industry while protecting our infrastructure investment.

The Director of Public Works and/or his assignee will be responsible for carrying out this policy and a copy of this policy will be available in the SelectmenÂ’s Office and by request at the Department of Public Works.

On Sunday, May 22nd, 2011, the Manchester Water Works will begin an estimated six-week long program to flush out the 496 miles of distribution mains which make up the Manchester Water Works' water distribution system.
