PUBLIC NOTICE OF A JOINT MEETING

OF THE GOFFSTOWN PLANNING BOARD AND

ZONING BOARD OF ADJUSTMENT

There will be a public hearing of the Goffstown Planning Board and Zoning Board of Adjustment on Thursday August 10, 2017, at 7:00 p.m. in the Mildred Stark Room (Room 106) in the Goffstown Town Hall, 16 Main Street, Goffstown, NH 03045 for the following application:

Charter Development Co., Applicant & Janigan Associates, Inc., are seeking Variances and a Special Exception from the Zoning Board of Adjustment to build a 99 Unit Multi-family Development (4 buildings, which includes the existing mill building) on a nonconforming lot. The first Variance is required as the applicant seeks to have 99 units whereas based on the density calculations, only 64 units are permitted. A second Variance is required to allow for the buildings to have a height of 64 ft., whereas the maximum height allowed is 45 ft. Both these Variances concern Section 4.3 (Table of Dimensional Regulations) of the Goffstown Zoning Ordinance. A third Variance is required to allow construction and modifications to be located within the inner 50 ft. of the 100 ft.Wetlands Surface Water Conservation District Buffer (WSWC) whereas it is not permitted per Sections, 13.3, 13.3.3.4, 13.3.3.5, 13.3.5.1, 13.3.5.2 and 13.3.5.3 of the Goffstown Zoning Ordinance. A Special Exception is required as the lot only has 31.85 ft. of frontage whereas 50 ft. is required per Section 14.7.3 of the Goffstown Zoning Ordinance.

The Applicant /Owners are also seeking from the Planning Board, three (3) Conditional Use Permits and Relief from the Outer 50 ft. of the Wetlands Surface Water Conservation District Buffer (WSWC). Conditional Use Permits are required as this project is 100% multi-family use with no mixed use proposal, and the total buildings footprint will exceed the allowed building footprint of 8,000 sq. ft. This concerns Sections 4.3 & 5.9 of the Goffstown Zoning Ordinance. Also a Conditional Use Permit is required to allow the reactivation of the Dam Operation as the use has been inactive for over a year, Section 3.3 of the Goffstown Zoning Ordinance. The applicants/owners also seek Relief from the Outer 50 ft. of the 100 ft. Buffer of the (WSWC) District to allow modifications/building upgrades and the re-use of the Mill Building. This concerns Section 13.3.4 of the Goffstown Zoning Ordinance. The property is located at 15 Factory Street (Map 34, Lot 171), Zoned: Village Commerical District/WSWC Overlay District.
